5. With reference to paragraph 12. The allowance granted to the Inspectors is not distributed amongst mere Inspectors. 6. As to paragraph 14 I am unable to admit that promotion is unduly slow - out of the thirteen Registrars only three have served for more than ten years.

Moreover as to the concluding portion of the same paragraph the inspectors ignore the fact that they are placed in a most advantageous position with regard to other Civil Servants as to pensions, inasmuch as they are entitled to pensions after twelve years' service irrespective of age.

8. I have therefore respectfully to submit my opinion that the 1st and 2nd Class Inspectors are properly paid. By Ordinance 9 of 1862 Schedule A Their predecessors only drew £175 and £150 respectively without good conduct allowances. Whilst as to 3rd Class Inspectors my opinion is already on record, as quoted in paragraph (2) of this letter.
