Apparently when there is no guarantee the government will derive any benefit from the results of their education at the Normal School, I request to be furnished with full information as to the details of the Scheme. And in the meantime, I feel compelled to withhold my approval of it, and I desire that the vote entered for this School on the estimates for 1882 is not to be expended.

The Inspectors petition for increase of pay: The first and second classes are not recommended for it, the 3rd class are. I find however that the 3rd class in the Straits Settlements draw as much as $720 per annum.
