the desirability of a Normal School appeared to be well worthy of your Consideration and I hoped that the matter would receive Your attention, though these words were not intended to give you Authority to embark on a Scheme of so costly a character, before the details had been submitted for my consideration, or before the provision had been made in the yearly Estimates of the current year, and before the report of the Committee appointed to Enquire into the Central School should also have been laid before me.

The report of the Committee appointed to Enquire into the Central School had to be waived in order that I might be enabled to form a more definite view of the Educational wants of the Colony.
18. The Salary of the head master should in no case exceed $1680 per annum and I cannot at present approve of the expensive allowance for education which is being given to the students.
