Legislative Council for the establishment of a Normal School in this Colony. I have now to submit for Your Lordship's approval the proposed personnel of the school and the amount of salary recommended by Dr. Kay, the Inspector of Schools, as fit and proper for the Officers who will have the conduct of it.

1 Principal at a salary of $2400 per annum 2400 1 Chinese assistant master Allowance to 10 Students as Probationers @ $48 each 480 For Furniture and contingencies 250 3490 Service Exclusive of Establishment Rent of School House 480 Allowance to Principal for Maintenance 360 840 Total 43302.
The Governor considered that there should be no delay in getting the Normal School into working order and he therefore caused the appointments of the Officers to be gazetted on the 4th of this month. I enclose a copy of the Notification as well as of the Report of the Inspector of Schools on the plan of working the School.
I may state for Your Lordship's information that two days after his appointment the Principal commenced his duties and had already the ten requisite students under his charge.
