I am unwillingly obliged to ask the permission of His Excellency the Governor to have the following increases being entered for consideration on the draft estimates of this department for 1882.

I have selected only those which appear to be absolutely necessary.

(1) European Staff

annum for

marine Officers. The pressing necessity for this allowance has been gone into in my letter of March 14th. I there pointed out that at present there is a saving of $567.7 per annum.
