I have the honour to acknowledge the receipt of your letter no 638 of the 6th instant, on the subject of the security to be given by Officials of this Department.

With respect to the three Europeans named, no difficulty will arise, but in regard to the Shroff at Shanghai, the objection pointed out in my letter of March 10. 1888, still remains.

Mr Downe, Man Young, a Cantonese, for whom security is to be obtained at Shanghai, is simply a derivation of his income.
