M: Seth to be confirmed as Chief Clerk in the G.S.O.; that Mr. Alves be promoted to be 1st Clerk; that the Governor be told to promote the Clerks below in due order unless he sees any objection.
That the Clerk of Councils be dissociated from the Chief Clerkship and be given to Mr. Lockhart when he has completed his Chinese studies, being held by him in combination with some other small appointment.
I add that Mr. Seth will thereby have respectable promotion from $1920 + quanta (dego?) to $2400, whereas if only confirmed as 1st Clerk apparently there will be no further promotion.
The other appointments in the magistracy consequent on Mr. Seth's transfer to be approved.
There is no reason that I know of why the two offices should be held together.

The minutes of Council require access to a good many papers in the Col. Sec. Office; where they are finally committed & have the Clerk's initials. It is felt that the papers should be held by the Chief Clerk in Col. Sec. Office; & it is to be repeated that an Englishman should be appointed to this office.
This latter office in Shanghai cannot be labelled as a sinecure.
If some little positions are to be filled, the elder Valmada who held it (however, a Portuguese Gentleman from Portugal) - Mr. Lucas's recommendations are not quite clear or definite, but I am inclined to support them.
Kulhoon so entered for Centrale for Chief Clerk - which, as Sir George Greep's old dispatch meant & prevented, I would lose in case of Council.
2 at the 1st Clerk at the C.S.O. he will get quarters, much as it does not seem to be necessary.
While the 1st Clerk at the Magistracy does not get quarters.
