in a separate despatch with a statement Mr. Keswick made as to the treatment he received as an unofficial member of the Legislative Council. On consideration, however, I cannot see that it is necessary for me to take any notice of Mr. Keswick's statement as it is so notoriously groundless, and the proceedings of the Legislative Council are published, and speak for themselves.

An incident, which was quite unexpected, occurred at the meeting of the Legislative Council on the 29th. This incident, which at all events shows that other Members take a very different view of the way in which the proceedings have been conducted whilst I have had the honour of being in the Chair. On that occasion the Honourable P. Ryrie, the senior unofficial Member, referring to former protests and personal discussions, said:

"Year after year when the Estimates came on there was nothing but discontent on the part of the unofficial members, and the flourishing in their faces of the orders of the Secretary of State. Since Your Excellency has been here, there has been nothing but good humour and good feeling in the passing of the Estimates, the fullest information, and the most ample discussion."
