Gov ... that Mr. Tonnooky's estimate of revenue for the year 1880 was $1,024,028. The actual sum collected was $1,069,947.64, a result highly creditable to the Acting Colonial Treasurer. This is the largest revenue for a single year that has yet been obtained in Hongkong. It is based on the same scale of taxation that I found existing here in 1874, but it does not include the revenue under Ordinance 10 of 1867 which is now treated as a separate fund.

The estimate of expenditure for 1880 was $974,272. The actual expenditure has been $948,014.20. Whilst the expenditure was thus kept within the authorized Estimates, full efficiency ...
