Estimates as

I had dealt with the last few marginal notes. I have no remark to make regarding the provision for repayment of the sum taken from the "Special Fund" for the construction of the Breakwater.

I gather from paragraphs 277 and 278 that it was not intended that this sum should be repaid to the fund, as the advances for Lighthouses and for the Praya Wall are.

I cannot remember any paper modifying that despatch. I think the point should be cleared up, for it appears to me desirable that every opportunity should be taken to get rid of the history of the "Special Fund", which will be found in Cox's minute on the Breakwater.

The Breakwater is a work intended especially to benefit the Chinese, from whom the Fund was drawn, and I would pay the whole cost of the work out of the Fund without reimbursement.
