5000 $ is catered against 1000 $ in last estimates. We should see that the money for this work is borrowed from the Special fund; and this is apparently the provision for the repayment: We should see that the work is begun.

Cautiously, it should be done as if it was likely to be taken in hand shortly.

No further provision has been made for the conversion of the old hospital into a general hospital, so I hope the work is really finished - we might ask if further works still be undertaken and provided for.

Central School, Water Supply, Roads, Streets, etc. Only 10000 dollars is voted for Sewage installation against 13000 in last estimates.

The total for Roads is $47000 against 40000 in 1881 estimates. Government gardens: The vote for tree planting has been increased.

Miscellaneous: 2000 dollars for Subscription to Reuters telegrams. An explanation of this item has been asked in 4 or 5 distinct despatches and has not been given.

Meanwhile, the Governor has not yet come to terms with the Committee regarding the City Hall. The Subscription of 1200 dollars to the City Hall is still omitted.

It is hopeless to try & check Sir J. Hennessy's accounts unless he is compelled to answer Lord Kimberley's despatches, and he will not answer them unless they are made public.

Mr. Lucas asked on 22 Oct. to look over these estimates.
