Before discussing these estimates I wish to call Mr. Rimbault's attention to one point: It is absolutely useless at present to communicate with Sir J. Hennessy, because of the despatch. He locks it up and never answers it, and it relates to expenditure of any kind he can simply disregard the instructions and spend as much money as he likes.
