I have the honour to enclose two
copies of Ordinance No. 1 of 1870 which I
represent all that has hitherto been
considered necessary in this colony
for the purpose mentioned.

With the increase
which has of late taken place
in
the area
of land brought under
cultivation and with the considerable
progress which afforestation has
made within the last two
years in
this colony
it will soon become necessary
to extend the operation of
that Ordinance.
