The Superintendent of "Gaol" is of opinion that he can fill the vacancy advantageously by promotion here than by getting a Turnkey from England. I have therefore accepted his recommendation and as a provisional arrangement, Mr. John Jones has been appointed Acting Head Turnkey &c. at the Jail. I enclose for Your Lordship's information a copy of W. Townschy's letter and the Minutes on the subject.

In connexion with this vacancy, Mr. W. Townschy made a valuable suggestion, that an Instructor in Manufactures should be obtained from one of Her Majesty's Convict Prisons. (Enclosures 3 & 4).

4. The qualifications for this Office, together with the salary and emoluments attaching to it, are detailed in Mr. Townschy's memorandum, and I shall be glad if Your Lordship will instruct the Crown Agents to procure and send him out as an Instructor as early as possible.
