I do not understand how the Board of Trade want the new form kept.
1. Am I to enter on each arrival of a Hong Kong registered ship, number of the crew in the column, to which the tonnage would entitle it; or, is the entry to be made only once a year should the vessel be employed during different portions of the year.
2. What is the meaning of Columns
