t given of these men in acts. Inspector Stautoris report is correct, I do not see that they are going to Vancouver's Island under a Contract of Service.
The men, as is alleged, by the Inspector, have borrowed their passage money, promising to repay the same with interest after arrival at their destination, Although the interest is large, the security, if any, for repayment is bad, as the borrowers when landed at Vancouver's Island, are at liberty to repudiate the debt.
The above transaction may be an written Contract, but it is not a "Contract of Service : The Cemigration laws deal only with the latter. Section II of Schedule A of 18 and 19 The Cap : 104 (Chinese Passenger's Act 1855) states that the Emigration Officer shall give his Certificate until he shall have mustered the Passengers and have ascertained to the best of his power that they understand whither they are going comprehend the nature of any "Contract of Service which they have made; he shall also take care that a copy of the form of such Contracts, or an abstract of their substance signed by himself is appended to it.
