and reintroduced in the Local Emigration Ordinance intended to apply to them.

There was a woman, who, desirous of emigrating, borrowed the passage money, varying from eight to fifty-five dollars, with a promise of repaying it when she was able. I submit that the words were intended to apply to migrants entering into a regular and formal Contract of Service with a person in the country to which the Emigrant proceeded, and in support of that opinion, I quote the following extract from Section II of the Schedule to the Chinese Passenger's Act 18 and 19th Victoria Cap 104: "That they (the Emigrants) understand whither they are going... Comprehend the nature of any Contracts of service which they have made; (the Emigration Officer) shall also take care that a copy of the Form of such Contracts, or an Abstract of their substance signed by himself, is appended to the Certificate".

In the latter part of His Excellency's order, it is to be pointed out to me that the Governor was of the opinion in December last that the examination at my office was not as it should be. My searching investigation was with a view to satisfying myself, and it would be a matter of great regret to me if His Excellency did not agree with me. I am unable to know to what extent it is desired to examine Emigrants.
