I have the honor to acknowledge the receipt of Government Order 1155 conveying, amongst other information, His Excellency's instructions to complete the examination of Corni grants myself before a Licence is submitted for His Excellency's signature.
With reference to the first part of the Order, I have the honor to acquaint you for His Excellency's information that I am fully prepared to second His Excellency's desire that the laws and regulations in force in this Colony should not be in any way relaxed for the encouragement or promotion of Chinese emigration to Australia, and, I presume, all other Countries outside of Hongkong.
