the Emigrants passed under the scrutiny of the Emigration Officer in such shape that he may know what they are, and be able to see that they understand them, interfering in proper cases for interference under the powers given him by the law.

As regards the Harbor Master's letter of July 23, I think the best advice I can give is that the action to be taken next depend upon the circumstances of each case, of which circumstances the officer executing the law must be the responsible Judge.

I think what I have already written furnishes the answer to his questions and will afford him the necessary information as to his rights and duties under the law. The questions categorically answered without absolving the Harbor Master from his responsibility - nor can any such answers afford other than a misleading guide to action under the law.
