I do not think the Government should adopt the Harbor Master's suggestion of allowing ... to emigrate without some guarantee of respectability from the Tung Wah Hospital. Such arbitrary prohibition would be contrary to law. The real question for the Harbor Master's Department in this matter is to find out what emigrants are really under contract, whether written or unwritten, so as to see that contract emigrants do not pass as free emigrants, and so as to enforce the observance of the law with regard to Contract emigrants. The object of the law is to get all Service Contracts actually entered into...
