act in the event of my meeting with an emigrant whose passage

paid on condition of its being worked off by service at the place of destination.
I shall be glad therefore to be informed on the following points:
1. Am I to detain the ship as well as the emigrant?
2. Am I to despatch the ship and detain the emigrant?
3. Am I to despatch the ship and release the emigrant?
4. Am I to report each case to His Excellency the Governor?
5. If the emigrant(s) are to be detained, in whose custody am I to place them?
In the third paragraph of my report of the 20th instant, I did not express myself sufficiently clearly. His Excellency, in his minute, having stated that she was not a free emigrant, that is, that she was under Contract of Service - I had no opinion on that point to offer - I wished to state that the woman seemed to have left the Colony willingly, not by force.
