Of course when the passage money has been bona fide provided by the Emigrant's relations and friends, that is a different case; but damages state that you are entirely wrong in thinking that the passage to Singapore paid by a stranger she met in Hong Kong, then sold herself to a Brothel in Singapore, Emigrant.

I have the honor to acknowledge the receipt of your letter of the 27th instant, informing me that His Excellency the Governor must hold me responsible if Dallow does not clear in future to the United States, Australia, or the Straits Settlements with nominally free Chinese Emigrants, any portion of whose passage money has been advanced on condition of its being worked off by service at the place of destination.
