yesterday's
your
our letter No. 130
of date, reporting generally
on Emigration to the Straits Settlements,
I have the honor, by direction
of the Governor, to inform you
that His Excellency
holds you responsible, if you allow any ship to clear in future to the United States, Australia, or
the Straits Settlements with
nominally free Chinese Emigrants, any portion of whose
passage-money
has been advanced on
the condition
of
it being
worked off by service
at the place of destination. All such Emigration must be treated
as Contract Emigration,
H. G. Thomsett, Esqre., R.N.
and the
Captain
Harbor Master, &c.
