It is not desirable to prohibit

the emigration of Chinese

altogether, but it is difficult to

discriminate between the

good and the bad. It might

be possible to control such emigration by insisting

on all women desirous of emigrating

producing a guarantee from

the Members of the Ping

Hospital or other persons

or other persons approved by

His Excellency as to the respectability of the

intending emigrant. Agents of the ship could

be told that she would be passed by the Emigration Officer unless she was in possession of such guarantee.

In the course of my

experience women have told me that they were emigrating

for the purposes of prostitution, while others stoutly deny the

suggestion when such is put to them.

As a matter

of personal liberty they cannot be prevented

from going where, when, and for what purpose they like.

If the prohibition of female

emigration would lead to the

consideration as to whether

it would not lead to still

greater crimes; in the City

and County of

San Francisco they have

a large class of very low

prostitutes of

all nations in

that City, the Chinese women
