I respectfully suggest that as the rule
of examining emigrants before
Licence is Granted, is at Present, only
known to those who have already come under its Provisions, it will facilitate the despatch of
ships if the rule receives publicity in the usual way, through the Government Gazette, for the information of
emigrants and Chinese concerned in the
