I received instructions in a copy letter enclosed and marked Li to hold a searching examination with a view to ascertaining "whether these persons are all free agents and unencumbered by Contract of Service whatever, and to report fully the result of my examination.

On the 21 May copy enclosed letter; marked I, I reported that each man was asked if he is a free agent willing to emigrate, and that he understands whither he is going, also if he has a Contract of Service.

16. The subject of the Glamis Castle was again re-opened on the 1st June 1891 by letter, copy enclosed marked K., by which His Excellency enquired why I made certain remarks. I enclose it together with my reply marked R', being characteristic of the treatment to which I have been subjected.

17. On the 23rd June last minute, copy enclosed marked M., referred to me a report from the Captain Superintendent of Police on the subject of intended emigration to Vancouver's Island by the American barque Xenia with a view to my making enquiries on the subject.
