11th of September, and my minutes, and the Attorney General's opinion thereon, all of which had been communicated to him on the 15th of September, 1880, and ... which clearly showed there was no intention of harassing him or throwing undue responsibility upon him.

As there is not time to have copies made, I enclose for Lordship's information the Original document. It will be seen that Captain Thomsett's letter of the 11th of September is as follows:.
"To the Attorney General.
Of course I do not want the Emigration Officer to do anything he is not officially and lawfully called upon to do, nor to do anything that is not necessary.
"It would be well to settle the minimum amount of information he can be fairly called upon to give me, before I sign the licence.
(signed) I. P.J. 13th September, 1880:"
Then comes Mr. O'Malley's opinion; whereupon, I made the following minute :-
"Let Captain Thomsett read this paper; he will see that I have no wish whatever to press undue responsibility upon him. Any suggestion he may wish to make on the question would be most favourably received.
