It would be bad to initiate a notification to that effect in the Government Gazette without intimating in the notification explaining in all ordinary cases that petitions from Chinese to the Government should be addressed in the first instance to the Registrar General (although they are still at liberty to address their petitions direct to the Government) as the Official organ of communication.
The Registrar General will submit such documents to the Colonial Secretary, whose duty it is to report on them.
"I shall be glad to receive a copy of such notice when issued."
