In consequence of Mr. Price's absence on leave, I have the honour to report that I have selected the gentleman whose name appears second on the list to which reference is made in the same despatch.

That gentleman is Mr. Emanuel Raphael Belilios.

I refrained from appointing Mr. Belilios until Your Lordship had had an opportunity of considering the list in question, and the observations I had made, in other despatches, as to his undoubted qualifications for a seat in Council.

I have much pleasure in recommending Mr. Belilios' name to Your Lordship for approval to be an Unofficial Member of the Legislative Council during Mr. Price's absence; and, in the event of Mr. Price being transferred to another Colony, I would venture to suggest that a salaried Officer of the Government might not again be appointed to the post of an unofficial member of Council.
