described the Emigrants as free Emigrants under

a contract of service, the then Attorney General, the Hon. Mr. Brameiton, on reading

a long

series of questions which the Administrator had subsequently

ordered to be

put to the intending

Emigrants, expressed the opinion

that the

verbal contract of service

was sufficient to constitute

a Contract of service within the

meaning of the Ordinance.

The

Administrator Mr. Austin had

acted on that advice.
