The Acting Colonial Secretary said that he had fully considered the Address before signing it, and there was anything

if he had thought libellous in it or anything disrespectful to His Excellency the Governor he would not have signed it; and added that he would take another opportunity of explaining the matter.

The Governor concurred in the Attorney General's view of the effect of the Address and very much regretted that an Officer who was a Member of the Executive Government and the representative and Agent, as it were, of the Governor himself should have lent the weight of his high Office to the statement in the Address reflecting on the Crown Colony Government.

A minor consideration was also that the Acting Colonial Secretary would have been prudent to have avoided mixing himself up in a matter in which
