The Governor enquired how he knew that? If he was to understand that the Acting Colonial Secretary had had any communication beyond the letters with Captain Thomsett?

(Dr Stewart replied that some days after the first letter was written Captain Thomsett came to the Colonial Secretary's Office and asked him if the Governor had answered it, yet, whereupon Dr. Stewart said he had put the question to him for permission?)

The Governor said it was regretted that the Acting Colonial Secretary should have made such a suggestion to Captain Thomsett. He had heard this for the first time and thought it was the Acting Colonial Secretary's duty if he felt it necessary to have reported the fact to the Governor who was considering the whole question at the time. Making such a suggestion to Captain Thomsett and saying "Why did you ask the Governor's permission?"
