It seemed he thought he could hardly deal with the Commanding of the Troops. It was clear that the Staff Officer wanted to try something else, and concurring with the Governor's view of the matter, he advised that Captain Thornett should be told that the proper course for him to adopt with reference to the special reason in his letter was to lay the facts before the Executive, so that they could be dealt with by the Court of Enquiry.
A statement would be made regarding the actual fact that Captain Thornett himself had asked for permission to bring the action, and that fact gave the Governor the opportunity of very carefully preventing the action.
The Acting Colonial Secretary remarked that Captain Thornett had subsequently withdrawn that application for permission, and he had reason to think that there had been some misapprehension during the original discussion that followed, the Governor had been misinformed under some misapprehension.
