were read and confirmed.
The Governor laid before
the Council the papers relating to
applications made by the Harbour
Master for His Excellency's permission
to take legal proceedings against the Proprietor of the "Hongkong Telegraph's
re an article about
(Chinese Emigration to Australia which
had appeared in that journal on
the 12th July.
in which
was used
very strong
language, such as "shameful examinations",
and
His Excellency adverting to the
special reasons
given by Captain
Thornecott
for deciding to bring the matter into the Courts of Law, pointed
out that the printed papers which
at the
request of
the Editor
of
the
"Hongkong Telegraph" had been freely
given to him contained no reflections
on Captain
Thornecott
or any public Officer. Those papers had been prepared so as to afford
full and accurate information
as to the important case of the "Glamis Castle" respecting which
an inaccurate version had been
published
