As to the special enquiry assigned by Captains Thomsett for asking permission to prosecute the Supervisor of the Hong Kong Telegraph, I think he should be asked to state definitely what he means. I do not think that withholding of permission to prosecute should be done without knowing his character.
I feel that if any official work is called a "farce", I should deem it incumbent upon me to repel the charge. It is almost an attack on my private character.
As to the draft letter to Captain Thomsett, I agree to it all except the words in the 2nd paragraph which require him to state his case.
