On this account, I deem

it my duty to inform Your Lordship myself of the facts connected with my resignation.

2. On the 12th ultimo, an article appeared in a new local paper called the Hongkong Telegraph containing certain statements regarding Captain Chalmers, the Station Officer, the official having satisfied himself that the comments were actionable, applied to His Excellency the Governor for permission to prosecute the Proprietor of the paper.

3. On the 22nd ultimo, a meeting of Executive Council was summoned, and Captain Chalmers' application was the subject of consideration. The question was whether permission to prosecute should be granted or not. When I was asked for my advice, I stated that I did not think permission could be granted to him; and that if I were similarly situated, I should feel bound to take public notice of such a charge as had been brought against Captain Chalmers.

4. Reference was made during the discussion to Captain Chalmers' applying for the Governor's permission, it was remarked that he had done it as a matter of course.
