The Substance of this despatch is to publish Dr Stewart's account of what passed.

3. Which it appears to be quite correct. As to Capt. Thomsett, it is simply impossible for a governor to prevent an officer under him bringing an action for libel against a local newspaper if he wishes to do so; and as Sir Stewart failed in his doing so, I am at a loss to conceive why.
