3. Which it appears to be quite correct. As to Capt. Thomsett, it is simply impossible for a governor to prevent an officer under him bringing an action for libel against a local newspaper if he wishes to do so; and as Sir Stewart failed in his doing so, I am at a loss to conceive why.
