Seeing that in Mr. Ball I have secured the services of an Interpreter of far higher standing than the Court has enjoyed for very many years, and as it is of the utmost importance, both socially as well as professionally, that the Interpreter of the Supreme Court should take a higher position than Mr. Ball's immediate predecessor was able to do, I am of opinion that the present salary of £400 a year is insufficient for the retention in the service of an officer of the standing that is required.

Mr. Ball speaks the Cantonese dialect with the facility and accuracy of a native. He is also qualifying himself to interpret in the Hakka dialect, and will soon be able to do so. He is, moreover, competent to pursue his studies diligently in the written language. Taking all these things into consideration, I am of opinion that Mr. Ball's services could not long be retained here at his present salary. He could easily better himself elsewhere. I have, therefore, to propose for Your Lordship's approval that Mr. Ball's salary should be £2,400 a year, rising every five years by an increment of £100 to £3,600 per annum.
