Copy of Report on Ordinance No. 3 of 1881.
I have examined the accompanying Ordinance entitled "The Penal Ordinances Amendment Ordinance, 1881," and I am of opinion that the Ordinance is one which is not contrary to the Governor's Instructions.
The object of this Ordinance is to carry out the recommendations contained in paragraph 13 of Despatch to the Secretary of State No. 60 of May 18th, 1880, as approved in the Secretary of State's Dispatches to the Governor No. 129 of July 1st, 1880.
