Though it has been observed in the debates on the bill that this Ordinance practically reverses the system of dealing in a somewhat exceptional and severe manner with Chinese offenders, which was begun (after Sir Hercules Robinson's departure) in 1866 and which received legislative sanction in the Branding and Flogging laws of 1872 and 1876, I am happy to say this repealing and amending Ordinance has now been passed unanimously by the Legislative Council after full consideration.
The measure was introduced on the 3rd of June, and it finally passed, without amendment or opposition, on the 24th of June.
