Secretary of state says he will proceed to make enquiries with a view to selecting a gentleman in England for the post, but in considering the question would wish to be furnished with such observations as I may be able to offer.
I am to add that His Excellency has not yet received those observations from me; but when he gets them he will consider with a view to seeing whether there is any one on the spot here whom he can properly recommend for the post.
