Copy of Report on Ordinance No 9 of 1881.
I have examined the accompanying Ordinance being an Ordinance for the naturalization of Ip Shim Kwong and I am of opinion that the Ordinance is one which is not contrary to the Governor's instructions.
The object of this Ordinance is to naturalize Ip Shim Kwong.
