Further, His Excellency the Viceroy of the Two Kwang requested to be kind enough to move the Governor of Hong Kong to hand over these thirteen criminals to the Officer Li Ting-tai, who had received his orders to keep them in safe custody and produce them when required. Unexpectedly, however, these Criminals have been held back for almost six months, and Li Ting-tai has been kept waiting for four months.
