had been arrested in Houghong and had been handed into the temporary charge of a foreign Official, should be forwarded to Caulon for trial and punishment. Le Ping-tai, Lieutenant of the left battalion of the Sai pang requests, was at the time directed to proceed to Houghong and bring Yang Pak mo Kam and the other prisoners to Caulon, where they were to be sent through the British Consulate to the Siaroy's Yamên whence further instructions would issue for their trial. The British Consul was requested to move His Excellency the Governor of Houghing to hand over the criminals, and Lieutenant Le Ping-tai went with a despatch from the Consul to receive them.
Instructions have been issued through the Adjutant to Lieutenant Le Ping-tai to remain and receive over Yang tak mo Kam and the other criminals to be conveyed to the Viceroy's yamên in the manner above described. At the same time the Viceroy has in due time bound, writes this despatch to the British Consul and begs to express hope that he will move His Excellency the Governor of Honghong to hand over the criminals without delay to Lieutenant Le Ping-tai, that they may be conveyed under arrest to Caulon. As heretofore, torture will not be used at their trial and examination.
