The adjutant, in forwarding the above, remarks that Lieutenant Li-heig, Commandant of the Kwang An Steamer was sent to Hongkong under instructions from His Excellency the Viceroy to receive and bring to Canton Yang Pak-mo-Kaw and other Criminals, and that having reported that he has waited in Hongkong for a long time when the rendition of the prisoners has been unduly delayed, it becomes the duty of the Adjutant, in representing the matter to His Excellency, to request that Mr Hewlett, the British Consul, be urged to write to the foreign official at Hongkong with a view to speedy rendition of the criminals and their conveyance to Canton for trial.
