into the custody of a foreign official, and be considered it proper therefore that they should be conducted to Swatow to take their trial for the charge brought against them. Instructions have accordingly been issued to Lieutenant Li of the right division of the Chao-p'ing regiment, to proceed to Hongkong and wait there until Yong Pak-mo and the other prisoners are handed over to him for conveyance to Swatow, so that they may be forwarded through the British Consulate to the Tientsin Yamen, where instructions will be issued for their trial. The Viceroy therefore hopes that Her Majesty's Consul will be good enough to give Lieutenant Li a despatch to take with him to Hongkong for this purpose. He further requests that Her Majesty's Consul is to communicate with His Excellency, the Governor of Hongkong on the subject, so that Lieutenant Li may reach Hongkong as soon as possible, and Yong Pak-mo and the other criminals may be made over to him for conveyance to Swatow where instructions will be issued for their trial.

As heretofore, torture will not be applied at the investigation and trial of the case.
