I have the honour to inform Your Excellency,
that the Ex[ecutive] Council has taken a very serious view of the violent and inflammatory language used by certain members of the public concerning the arrival of the 27th Infantry Brigade last month.
The attack which was made on my friend,
and on myself,
was a cowardly and unprovoked assault.
I was armed with nothing but an umbrella, while my assailants were armed with sharpened bamboo sticks.
I made repeated offers to let them strike at me, but they were too cowardly to accept my challenge.
I faced them with all my strength and with fury quite conceivable
