April should not be published because some passages in the reports involved controversial matter unnecessary for understanding the facts of the case, and that Government Order conveyed to Captain Thomsett the expression of the Governor's opinion that the examination of Chinese Emigrants at the Harbour Master's Office was not as searching as it should be: an admonition which it was the Governor's duty to convey to Captain Thomsett but which it was unnecessary to publish. That Government Order was sent to Captain Thomsett on the 26th April. On the following evening, the article appeared in the "China Mail" attacking the Government case in relation to the "Glamis Castle" case, and praising Captain Thomsett. Unfortunately, the application Captain Thomsett now made seemed to have the object of trying to vindicate himself by questioning the justice of the law, instead of indicating himself - if he thought it necessary or convenient - in an official way.
