in that journal on the 12th July, in which

very strong language was used such as

"sham examinations," His Excellency adverting to the special reason given by Captain Thomsett for desiring to bring the matter into the Courts of Law, pointed out that the printed papers

which at the request of the Editor of the Hongkong Telegraph had been freely given to him contained nothing reflecting on Captain Thomsett or any public Officer. Those papers had been prepared so as to afford full and accurate information on the important subject of the Glamis Castle respecting which an inaccurate version had been published in the China Mail on the 27th of April, but in preparing the papers for the printer, Governor had given instructions that extracts only of certain reports should be published and that the Government Order of the 26th
