I quite agree with the opinions of Messrs Phillippo and Russell that Mr Corbyn Wright has no legal right against the Government. But I think there is a substantial doubt at present as to whether the injuries complained of by Mr Corbyn Wright are not caused by Government negligence of a department.

Seeing the length of time for which Mr Corbyn Wright has been waiting for a decision from the Government, and the exceptional circumstances of the case, I think it would be prudent to provide some form of relief or compensation.
